LI KEQIANG HOLDS TALKS WITH PRIME MINISTER NAJIB RAZAK OF MALAYSIA, STRESSING TO ELEVATE THE LEVEL OF GOOD-NEIGHBORLY AND FRIENDLY COOPERATION AND BOOST REGIONAL UNITY, STABILITY, DEVELOPMENT AND PROSPERITY

On the afternoon of November 1, 2016, Premier Li Keqiang held talks at the Great Hall of the People with Prime Minister Najib Razak of Malaysia, who was on an official visit to China.

Li Keqiang noted that China and Malaysia are good neighbors, good partners and good friends. The Chinese side is willing to, together with Malaysia, carry forward the traditional friendship forged over the last 40-odd years since the establishment of diplomatic relationship, push forward mutual trust in politics, mutual benefit in economy and mutual learning in people-to-people and cultural exchanges, and comply with the common wish of seeking unity, pursuing stability and promoting development in the region so as to elevate China-Malaysia relations to new highs, improve the level of good-neighborly and friendly cooperation as well as boost regional unity, stability, development and prosperity.

Li Keqiang pointed out that China and Malaysia enjoy tremendous potential in deepening practical cooperation in various fields. China stands ready to integrate the “Belt and Road” initiative with Malaysia’s development strategies, take the Kuantan industrial park, the Malacca seaside industrial park and others as platforms to forge exemplary projects in production capacity cooperation and facilitate bilateral trade exchanges. We will advance cooperation in high-speed rail, railways and other fields to aid regional connectivity. Both countries should upgrade finance cooperation and deepen cooperation in law enforcement, security and defense. China and Malaysia should expand people-to-people and cultural exchanges, and well operate Xiamen University Malaysia Campus to consolidate the public opinion foundation of China-Malaysia relations.

Li Keqiang stressed that this year marks the 25th anniversary of the establishment of China-ASEAN dialogue relations, and the ASEAN will celebrate its 50th anniversary next year. Firmly supporting the construction of the ASEAN community and its central role in regional cooperation, China is willing to enhance communication and coordination with Malaysia to push for in-depth development of China-ASEAN relations and safeguard regional peace and stability.

Najib Razak said that Malaysia and China are trustworthy friends. Since the establishment of bilateral comprehensive strategic partnership, both sides have taken active and effective measures and obtained encouraging outcomes from cooperation in all fields. At present, Malaysia-China relations are at the best level in history, and projects including the Kuantan industrial park and the Malacca seaside industrial park are undergoing smooth progress. The Malaysian side is willing to make continuous efforts with China to strengthen cooperation in such areas as trade, investment, railway construction, finance, education and defense, so as to elevate Malaysia-China relations to new levels. Malaysia stands ready to actively boost the development of ASEAN-China relations and jointly well build regional development.

Prior to the talks, Li Keqiang held a welcoming ceremony for Najib Razak at the square outside the East Gate of the Great Hall of the People. Vice-chairman of the National Committee of the Chinese People’s Political Consultative Conference Wang Zhengwei and others were present.

After the talks, Premier Li Keqiang and Prime Minister Najib Razak jointly witnessed the signing of multiple bilateral cooperation agreements covering agriculture, education, quality inspection, tax, customs, defense and other fields.

UNIVERSITY CLAIMS NO LIABILITY FOR CAMPUS SUICIDE

Changshu Institute of Technology has announced that it is not liable for the recent suicide of a female student, according to the family of the deceased girl. The student’s body was reported found naked on the ground beside a dormitory building in the early morning of Oct. 21.

According to an employee of the university, the school informed the student’s family immediately after the body was discovered. The university has also set up a special group to work with police, the employee added. However, refusing to answer questions about possible motivation for the suicide, the employee said an official conclusion has yet to be reached by the police.

Already, the girl’s family has disputed the university’s statement. A family member surnamed Fan explained that the school didn’t inform them until nine hours after the body was found. In addition, Fan said the university agreed to negotiate with them, but no one from the school showed up at the scheduled appointment. Later, university security blocked them from entering campus, even shoving the girl’s mother to the ground, Fan said.

In a previous conversation, a vice president of the university stressed that the school is free from accountability for the incident. The vice president claimed that the girl’s family could file a lawsuit against the school if they wish. When the family questioned the safety measures of the university, the school replied that such measures are designed for the student body as a whole – not individual students.

BULLET TRAIN FORCED TO STOP AFTER PASSENGER CAUGHT SMOKING ON BOARD

A moving high-speed train in China was forced to stop after a 60-year-old man triggered the smoke alarm on Oct.29. The man, who was smoking in the toilet of the train, caused the conductor to halt the train for the sake of public safety. The man was later turned over to police, and the train set off again after a thorough safety check. The man was temporarily prohibited from buying high-speed train tickets, in accordance with relevant laws and regulations.

INDECENT BEHAVIOR AT TRADITIONAL WEDDINGS BANNED BY GOVERNMENT

Another disturbing case of indecent pranks being played on newlyweds recently occurred at a scenic spot in Dali, Yunnan province. In a 40-second online clip, Internet users can witness the groom stripped of his clothes, sitting on a tricycle with only a red cloth covering his body. The local government has issued a ban on such pranks, which has spawned a heated public debate over the government’s right to intervene.

This is the second such prank that has attracted public attention in the past two months in Dali. In the first case, which happened in September, two naked men were tied to a tree while their friends and family members threw eggs and ink at them. To deal with the growing phenomenon, local officials officially prohibited indecent behavior carried out in conjunction with wedding ceremonies. The ban covers “indecent” performances, nudity,weird costumes, throwing food and other unruly behaviors. Those who do not obey the rules are subject to prosecution.

Public opinion is quite split, with proponents claiming that the ban will improve theoverall atmosphere of weddings. Opponents, meanwhile, believe that even though such behaviors can sometimes go too far, government intervention is not the solution. WangXu, an associate professor at the law school of Renmin University, emphasized that the ban should be viewed from the perspective of reason and legality.
