VICE FOREIGN MINISTER ZHANG YESUI ATTENDS OPENING CEREMONY OF CORE GROUP MEETING OF MUNICH SECURITY CONFERENCE AND DELIVERS A SPEECH

On November 2, 2016, the Core Group Meeting of Munich Security Conference was held in Beijing. Vice Foreign Minister Zhang Yesui attended the meeting at invitation and delivered a speech.

Zhang Yesui expressed in his speech that the world today is undergoing unprecedented historic changes. Asia is still the most dynamic region in the world and plays an outstanding “locomotive” role in the world economy. The general peace and stability in Asia benefit from the comprehensive, sustainable and relatively rapid growth of the regional economy, as well as adherence of regional countries to the “Asian way” in properly handling relations, especially conflicts and disputes among countries.

Zhang Yesui said that development is the cornerstone of security and the fundamental way to solve Asian issues. Asian countries should strengthen macroeconomic policy coordination, resolutely oppose all forms of trade protectionism, firmly advance liberalization and facilitation in trade and investment, constantly deepen regional cooperation and economic integration and commit to the establishment of an open and inclusive regional economic system.

Zhang Yesui noted that Asian counties should continue to strengthen dialogues and cooperation, properly deal with regional hotspot issues and dissolve security risks and hidden perils. China calls for strengthening the coordination, upgrade and improvement of existing security mechanisms, and is devoted to building a multi-level, complex, open and inclusive regional security framework.

Zhang Yesui stated that as an important member of Asia, China has always been the determined participant, builder and contributor of regional security and economic cooperation. China is willing to work together with all parties to play a positive and constructive role in Asia security and cooperation.

LI KEQIANG LEAVES BEIJING FOR VISITS TO KYRGYZSTAN, KAZAKHSTAN, LATVIA AND RUSSIA AND ATTENDANCE AT SERIES OF INTERNATIONAL MEETINGS

On the morning of November 2, 2016, at the invitation of Prime Minister Sooronbay Jeenbekov of the Kyrgyz Republic, Prime Minister Bakytzhan Sagintayev of the Republic of Kazakhstan, Prime Minister Maris Kucinskis of the Republic of Latvia and Prime Minister Dmitry Medvedev of the Russian Federation, Premier Li Keqiang left Beijing by special plane to pay an official visit to Kyrgyzstan and attend the 15th Meeting of the Shanghai Cooperation Organization Council of Heads of Governments (Prime Ministers), pay an official visit to Kazakhstan and attend the 3rd China-Kazakhstan Regular Prime Ministers’ Meeting, pay an official visit to Latvia and attend the 5th Summit of China and Central and Eastern European Countries, and pay an official visit to Russia and attend the 21st Regular Meeting between Chinese Premier and Russian Prime Minister.

LI KEQIANG ARRIVES IN BISHKEK FOR OFFICIAL VISIT TO KYRGYZSTAN AND ATTENDANCE AT MEETING OF SCO COUNCIL OF HEADS OF GOVERNMENTS (PRIME MINISTERS)

On the afternoon of November 2, 2016 local time, at the invitation of Prime Minister Sooronbay Jeenbekov of the Kyrgyz Republic, Premier Li Keqiang arrived at Bishkek Manas International Airport by special plane, starting his official visit to Kyrgyzstan and attendance at the 15th Meeting of Shanghai Cooperation Organization (SCO) Council of Heads of Governments (Prime Ministers).

Prime Minister Sooronbay Jeenbekov welcomed Li Keqiang at the airport, and guards of courtesy lined up on both sides of the red carpet and saluted to Premier Li Keqiang. Kyrgyz youth presented flowers and invited Premier Li Keqiang to taste traditional pastries. H.E. Xiao Qinghua, Chinese Ambassador to Kyrgyzstan also welcomed Premier Li Keqiang at the airport.

Later, Li Keqiang attended the welcoming ceremony held by Sooronbay Jeenbekov. The military band played the national anthems of both countries. Accompanied by Sooronbay Jeenbekov, Li Keqiang reviewed the guard of honor.

Li Keqiang expressed that China and Kyrgyzstan are neighboring states connected by mountains and rivers. Bilateral relationship has always developed in a healthy and stable manner since both sides established diplomatic relations 24 years ago. I look forward to exchanging in-depth views on deepening bilateral relations and cooperation in various fields with Kyrgyz leaders. It is believed that the two sides will seize opportunities and join hands to open a new chapter of China-Kyrgyzstan friendly cooperation.

Li Keqiang pointed out that with continuous development and growth since its establishment 15 years ago, the SCO plays an important role in safeguarding regional security and stability as well as promoting the development and prosperity of its member states. I am willing to work with all colleagues to reach new consensus on further enhancing the convergence of interests and unleashing the potential of cooperation, as well as boost communication and cooperation among SCO member states in various fields including security, economy and people-to-people and cultural exchanges to a new level, so that the SCO can achieve sustainable development at a higher level.

During his visit to Kyrgyzstan, Li Keqiang will meet with President Almazbek Atambayev, hold talks with Prime Minister Sooronbay Jeenbekov and attend the signing ceremony of bilateral cooperation documents. Li Keqiang will also jointly discuss major plans for development and cooperation and sign related documents with leaders of other SCO member states.

XI JINPING HOLDS TALKS WITH PRESIDENT ALPHA CONDÉ OF GUINEA AND THE TWO HEADS OF STATE DECIDE TO ESTABLISH CHINA-GUINEA COMPREHENSIVE STRATEGIC PARTNERSHIP OF COOPERATION

On November 2, 2016, President Xi Jinping held talks with President Alpha Condé of Guinea at the Great Hall of the People. The two heads of state decided to establish China-Guinea comprehensive strategic partnership of cooperation, and take the implementation of results achieved in the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) as an opportunity to deepen and expand, in an all-round manner, bilateral friendly and mutually beneficial cooperation in various fields, so as to create a brighter future for China-Guinea relations.

Xi Jinping pointed out that Guinea is the first country in Sub-Saharan Africa to establish diplomatic relations with the People’s Republic of China. Over the past 57 years, the two countries have always maintained sincere friendship and equal treatment, and understood and supported each other on the issues related to respective core interests and major concern. Friendly cooperation relations between the two countries have withstood the test of international vicissitude and become even firmer. China stands ready to, together with Guinea, give full play to the two advantages of traditional friendship and economic complementarity, to constantly inject new impetus into the development of comprehensive strategic partnership of cooperation.

Alpha Condé congratulated on the successful convening of the 6th plenary session of the 18th Communist Party of China (CPC) Central Committee, and spoke highly of China’s world-known achievements under the leadership of the CPC in lifting millions of people out of poverty as well as in economic and social development. Alpha Condé expressed that Guinea appreciates China’s long-term support, including helping the Guinean government and people fight against the Ebola epidemic. Guinea is willing to work with China to expand cooperation in resource, energy, science and technology, agriculture, hydroelectricity, infrastructure and port construction, and enhance experience exchanges on state governance and administration. Guinea appreciates China for adhering to its African policy featuring sincerity, real results, affinity and good faith, commits itself to actively participating in relevant Africa-China cooperation under the framework of the 10 major cooperation plans proposed by President Xi Jinping at the FOCAC Johannesburg Summit, and stands ready to become a strategic partner of China in Africa.

After the talks, the two heads of state jointly witnessed the signing of cooperation documents between the two countries in such areas as foreign affairs, economy, infrastructure, aviation, culture, public health and finance.

LI KEQIANG MEETS WITH GERMAN GUEST

On November 1, 2016, Premier Li Keqiang met at the Great Hall of the People with Vice Chancellor Sigmar Gabriel of Germany, who led a governmental delegation to China for the activities for Guest of Honor of the 16th Western China International Fair.

Li Keqiang said that the generally sound development momentum of China-Germany relations can be attributed to bilateral practical cooperation launched in the principle of mutual respect, equal treatment, mutual benefit and win-win results. The common interests between China and Germany are far greater than the differences. Both sides should properly handle the general direction of the development of bilateral relations, and expand common interests, so as to promote bilateral relations for constant, sound and stable development.

Li Keqiang pointed out that China and Germany should firmly advance trade and investment liberalization and facilitation and send a clear signal of opposing protectionism to the outside. During the visit, you said to the Ministry of Commerce that Germany supports the EU in fulfilling its obligations under Article 15 of the Protocol on China’s Accession to the World Trade Organization in due course and terminating the “surrogate county” approach. It is hoped that the German side will implement them through practical actions. China’s door of opening up will be wider. Enterprises of both countries are welcomed to expand mutual investment.

WANG YANG AND DEPUTY PRIME MINISTER DMITRY ROGOZIN OF RUSSIA CO-CHAIR THE 20TH SESSION OF COMMITTEE ON REGULAR MEETINGS BETWEEN CHINESE PREMIER AND RUSSIAN PRIME MINISTER

On November 2, 2016, Vice Premier and Chairman of Committee on Regular Meetings between Chinese Premier and Russian Prime Minister on the Chinese side Wang Yang co-chaired the 20th session of the Committee with Deputy Prime Minister and Chairman of the Committee on the Russian side Dmitry Rogozin in Moscow.

Wang Yang said that President Xi Jinping and President Vladimir Putin have met four times this year, reaching important consensus on deepening China-Russia comprehensive strategic partnership of coordination under the new situation and charting the course for the development of bilateral practical cooperation. The goal of this session is to earnestly implement the consensus reached by the two heads of state, summarize the progress achieved by the Committee this year in an all-round manner and identify the outcomes, so as to prepare for the 21st Regular Meeting between Chinese Premier and Russian Prime Minister and draw a successful conclusion of the work done by the Committee throughout the year.

Wang Yang pointed out that this year marks the 20th anniversary of the establishment of the Committee on Regular Meetings between Chinese Premier and Russian Prime Minister, which bears special significance of inhering the past and initiating the future. Over the past two decades, the Committee has promoted steady development of practical cooperation in various fields between China and Russia, securing fruitful achievements. ZHANG DEJIANG MEETS WITH PRESIDENT ALPHA CONDÉ OF GUINEA

On November 2, 2016, Chairman of the Standing Committee of the National People’s Congress (NPC) Zhang Dejiang met with President Alpha Condé of Guinea at the Great Hall of the People.

Zhang Dejiang said that China-Guinea relations have withstood the test of international vicissitude. The two sides have always understood and supported each other and become sincere friends and reliable cooperation partners. Under the strategic guidance of President Xi Jinping and Mr. President, the two sides should seize cooperation opportunities, firmly push forward friendly and mutually beneficial cooperation in various fields, and promote the 10 major China-Africa cooperation plans to better benefit the two peoples. YANG JIECHI HOLDS WORKING MEETING WITH US SIDE

On November 1, 2016, State Councilor Yang Jiechi held a working meeting with Assistant to the US President for National Security Affairs Susan Rice and Secretary of State John Kerry of the US in New York. Both sides exchanged in-depth views on implementing the important consensus reached by President Xi Jinping and President Barack Obama during their meeting in Hangzhou, China-US relations and other issues of common concern. Both sides agreed to continuously maintain exchanges at high-level and all levels, expand pragmatic cooperation and properly manage differences, so as to promote the sustained and stable development of China-US relations.

MAN SUES SAMSUNG FOR LOSS OF DATA ON NEWLY PURCHASED PHONE

A lawyer in Chengdu, Sichuan province recently filed a lawsuit against Samsung Electronics Huizhou Company due to a loss of data caused by a boot-up failure by his newly purchased Samsung mobile phone. The lawyer, surnamed Luo, is requesting are fund, a compensation of 2,000 RMB ($296) and the recovery of the data.

Luo purchased the Samsung S7 on Oct. 23, and had his old data transferred to the new phone by an employee at the store where he purchased the phone. Luo claims the employee guaranteed the safety of the data. However, his new phone started to update automatically as it charged that night. Luo said the phone continued updating for almost two hours, and he had no way of getting it to start.

“More than 800 contacts, 500 chat records and hundreds of video clips are lost,” said Luo.

According to the local Samsung service center, the phone’s system can be fixed, but the data cannot be recovered because the latter can’t be exported unless the phone is able to boot up.

After failing to reach an agreement with Samsung and the retail store where he purchased the phone, Luo filed a lawsuit against both at a local court. Requesting a refund of 5,799 yuan, a compensation of 2,000 yuan for diminished wages, and the recovery of his data, Luo said he would raise his claim to 50,000 RMB if the data could not be recovered.

According to Deng Xiaoying, a lawyer from Chengdu, an infringement did occur if the data loss was caused by automatic updating. However, the proper amount of compensation is hard to determine due to a lack of related laws and regulations.

NATIONALLY PROTECTED BIRDS SPOTTED IN HUNAN

Four Chinese mergansers, a nationally protected species, were spotted in a national wetland park in Hengyang, Hunan province, according to the local forestry department.Only about 1,000 Chinese mergansers remain in the world today; they are a relic of the third ice age, going back 10 million years. The breed has also been included on the Red List of the International Union for Conservation of Nature and Natural Resources (IUCN).

Located at the junction of two bird migration corridors, the Hengyang wetland park has previously reported spotting 85 different bird species, of which three are listed as nearly threatened and nine are second-class protected species.
