At noon of November 3, 2016 local time, Premier Li Keqiang attended the 15th Meeting of the Shanghai Cooperation Organization (SCO) Council of Heads of Governments (Prime Ministers) at the conference center of Bishkek State Guesthouse.

Li Keqiang expressed that the SCO has maintained a sound momentum of development since its establishment 15 years ago. It not only plays an irreplaceable role in promoting regional stability and prosperity, but also makes positive contributions to pushing forward world peace and development. At the Tashkent Summit this year, President Xi Jinping, together with other leaders of SCO member states, has put forward a number of proposals and initiatives in terms of further promoting regional cooperation in various fields, marking a new step in the development of the SCO. Currently, the international situation is undergoing profound changes, therefore, only by working together can SCO member states realize common development and achieve long-term peace and stability in the region. Li Keqiang offered the following suggestions on the future development of the SCO:

First, create a safe and stable environment. SCO member states should follow the concept of common, comprehensive, cooperative and sustainable security, further reinforce coordination and collaboration in security areas, advance the mechanism construction of regional anti-terrorism agencies and deepen information exchanges and law enforcement cooperation, so as to safeguard the safety of peoples, institutions, enterprises and personnel of SCO member states.

Second, build an integrative development pattern. All sides should strengthen the coordination and alignment of respective strategies for economic development. The “Belt and Road” Initiative proposed by China is now dovetailing with the construction of the Eurasian Economic Union. China is ready to work with other parties to advance the trade and investment liberalization and facilitation in the region and strengthen cooperation in fields such as customs, inspection and quarantine, as well as certification and accreditation. China is open to the construction of a SCO free trade area and other proposals, and is willing to work with all parties to complete the feasibility study on the free trade area and actively explore a more comprehensive, closer and more efficient regional economic cooperation framework.

Third, upgrade the level of production capacity cooperation. At present, the early harvest projects of production capacity cooperation between China and Kazakhstan are advancing smoothly. Large projects undertaken by Chinese enterprises, such as the power station in Uzbekistan, the oil refinery in Kyrgyzstan and the cement plant in Tajikistan, are under sound operation. An industrial park is now jointly being built by China and Uzbekistan. China is ready to make concerted efforts with other parties to build production capacity cooperation into an important pillar of regional economic and trade cooperation and forge a growth pole for regional economic development, so as to benefit the people of related countries.

Fourth, explore opportunities for innovation cooperation. China thoroughly implements the innovation-driven development strategy and extensively carries out mass entrepreneurship and innovation. China is willing to, together with other countries, reinforce the alignment and experience exchanges of innovation policies, facilitate cross-border e-commerce customs clearance, strengthen the capacity of logistics support and propel cooperation in such fields as innovation in environmental protection technology and green economy among all sides.

Fifth, improve the region’s financing mechanism. The SCO should take full advantage of the SCO Interbank Consortium, the Asian Infrastructure Investment Bank, the Silk Road Fund, the China-Eurasia Economic Cooperation Fund, the BRICS New Development Bank and other platforms of investment and financing, to provide financing support for member states to accelerate economic development and carry out regional cooperation projects. China is willing to further enhance cooperation in currency swaps and settlement with all parties.

Sixth, consolidate the foundation of people-to-people and cultural exchanges. China stands ready to sign agreements with other parties on establishing and operating a SCO university and support its efforts in personnel training for SCO member states. China will offer more SCO Scholarships and Chinese Government Scholarships this academic year. The country is willing to continue organizing summer camps for primary and secondary school students from SCO member states, and holding a series of non-governmental exchange activities.

Li Keqiang pointed out that the SCO always upholds the principle of openness, and all parties should continue to strengthen cooperation with observer states and dialogue partners and expand communication and dialogue between the SCO and the UN as well as other international and regional organizations, so as to achieve multi-win and win-win results and jointly push for lasting peace and common prosperity in the world. China is willing to, together with all parties, carry forward the “Shanghai Spirit” and drive the SCO to score substantial achievements from cooperation in all fields, so as to better benefit the people of regional countries.

Present leaders gave positive affirmation on the series of progress the SCO has achieved in development and cooperation over the year, and expressed that all countries will jointly maintain security and stability in the region, beef up regional economic cooperation and strengthen the internal dynamism of the SCO, so as to make new contributions to regional peace and development.

Li Keqiang and attending leaders of SCO member states jointly signed and issued the Joint Communiqué, and approved multiple cooperation documents and resolutions covering such fields as trade, investment, finance, customs and agriculture, including List of Measures by the SCO to Further Promote Project Cooperation 2017-2021, SCO Scientific and Technological Partnership and the Following Work on the Establishment of the SCO Development Bank and the SCO Development Fund (Special Account).

The recent tragic suicide of two university students in Anhui province has triggered increased concern over the mental health of young people. A police investigation showed that the two young victims made a suicide pact via QQ, a popular instant messaging platform. At the same time, a recent survey revealed that there are many such social media groups in which young people communicate about suicide.

Youth suicides have been in the headlines frequently over the past several years, and these two university students are only the latest case. To avoid more such tragedies, police say society should pay more attention to the mental health of young people, and that online groups promoting suicide should be investigated and punished.

Lawyers pointed out that there is currently no clear rule defining suicide as a crime.Therefore, instigating suicides does not constitute a crime either. Nevertheless, any person who guides a minor and/or mental patient to commit suicide may be identified a murder suspect.

A new robot certification mark was released on Nov. 2 by China’s National Development and Reform Commission (NDRC), General Administration of Quality Supervision,Inspection and Quarantine (AQSIQ), Ministry of Industry and Information Technology(MIIT) and Certification and Accreditation Administration (CNCA). The first batch of robot quality certificates were issued at the same time.

According to AQSIQ Vice Minister Zhang Qinrong, the establishment of robot standards constitutes an important step toward innovation and brand-building in China’s robotics industry. It will also serve to advance the industry and improve China’s position in the field of high-end equipment manufacturing.

China has become the world’s largest market for robots. Statistics show that 32,996 industrial robots were produced in 2015, a year-on-year increase of 21.7 percent. The figure increased by 30.8 percent to 50,900 in the first three quarters of 2016, 9 percent more than last year.

However, China’s robotics industry is still behind those of many advanced countries. With the establishment of a robot standards, testing and certification system, China will further narrow the gap.

Wild animal protection employees confirmed that a wild macaque was seen for the first time in Jiujiang, Jiangxi province on Oct. 27. The primate was spotted by a senior villager as it was enjoying food on the roof of the villager’s house.

The wild macaque seemed to feel intimidated as curious residents crowded around it. The animal protection employees failed to return it to protective captivity, as it quickly disappeared into the woods. They guessed that the wild macaque was either forced into exile after losing a battle against a rival, or else that it escaped from Poyang Lake, which is currently in its low-water season.

The world’s first virtual reality (VR) eye-tracking modular unit, aGlass, was released on Nov. 2 by 7invensun, a technology company based in Zhongguancun in Beijing, known as the Silicon Valley of China. Enabling users of VR devices to control viewpoints using only their eyes, the device offers an unprecedented VR experience.

Traditional VR devices, controlled by head movements and gyroscopes, are often unable to provide satisfying human-computer interaction.

“Such traditional interactions go against the instincts of the human body, which senses surroundings using both eyesight and head movements,” explained Xu You, vice president of 7invensun.

The eye-tracking technology simulates the human eye-focusing mechanism and adjusts images to match users’ pupil distance, thus solving the problem of vertigo while using VR devices.

Thanks to years of research and development, aGlass is able to cover the maximum range of human eye movement, 30 vertical degrees and 50 horizontal degrees. In addition, the unit also reduces eye-tracking delay to less than 5 milliseconds, with a high-sampling-rate sensor and optimized computing. The aGlass device even makes VR accessible to those who wear glasses, as users can put lenses in the modular unit to ease blurred vision.

The unit has already been officially recognized by HTC, a leading VR company.

On Nov. 2, an English textbook dating back to China’s Qing Dynasty was displayed by a Chinese citizen from Chengdu, Sichuan province. The book showed how the Chinese people learned English more than a century ago.

The textbook is labeled as being from the “10th year of Emperor Xian Feng’s reign”(1851-1861). Experts at the West Document Repair Center in Sichuan pronounced the book authentic after examining its print, typeface and content. However, they are not sure which year it was published.

As the pictures show, each page of the book is divided into 12 grids, and each grid contains three sentences: a Chinese sentence on top, an English sentence in the middle and a pinyin transliteration at the bottom. Modern historians confirm that it was common during that period for Chinese people to learn English through pinyin. However, pinyin-guided English lessons mostly appear in non-standard textbooks, according to Professor LeiHanqing, a linguist at Sichuan University.

The aircraft pilot who avoided a fatal collision between two planes at Shanghai Hongqiao Airport has been rewarded 3 million yuan (440,000 USD) from China’s Eastern Airlines.

The incident occurred in early October when a traffic controller at Shanghai Hongqiao Airport gave two planes the wrong orders, resulting in them sharing a runway, one taking off, while another taxied into the airport.

He Chao, the pilot in control of the plane taking off, staged an emergency take-off and was able to fly over the taxiing plane. He Chao ultimately saved the lives of over 500 passengers on board both flights.

The award ceremony was held on Thursday and the management of Eastern Airlines and Chinese Civil Aviation Administration honored He Chao, rewarding him with 3 million yuan (440,000 USD). His air crew was also rewarded 600,000 yuan (90,000 USD).

In the fallout from the incident, China’s Civil Aviation Authorities have suspended the 13 air traffic controllers and officials on-duty at the time for improperly directing the other flight onto He Chao’s runway.

China’s Ministry of Environmental Protection has announced plans to build between 30 and 50 additional nature reserves across China during the 13th Five-Year Plan period(2016-2020).

According to a recently released plan, by 2020, China expects to guarantee its ecological space, improve the quality of its national ecology, strengthen ecological function, minimize biodiversity loss, improve unified regulations on ecological protection, and simultaneously continue to build a well-off society.

To achieve these primary targets, specific goals have been identified, including天the standardized construction of 200 national reserves, and increased coverage of nature reserves to about 14.8 percent of the land area.

BEIJING, Nov. 3  — Chinese Internet giant Baidu inked a strategic partnership with leading telecom company China Unicom on Wednesday with the aim of applying artificial intelligence (AI) and other leading technologies to future products and services.

The two companies will leverage their expertise and advantages in online and offline services to cooperate on projects in mobile Internet, AI, big data and telecom services.

Baidu will help China Unicom put the services of more than 10,000 brick-and-mortar outlets and 300,000 franchised stores online. China Unicom will offer Baidu stronger telecom infrastructure support such as Internet data centers and information and communication technology.

Robin Li, Baidu board chairman and CEO, said his company already cooperates closely in linking mobile search, mapping and group buying services with China Unicom’s services,and Baidu is looking forward to impressive results from AI technology.

Wang Xiaochu, board chairman of China Unicom, called the move an important step for cross-sector cooperation between Internet companies and telecom firms in line with the government’s “Internet Plus” proposal to upgrade traditional sectors with IT technology.

The latest quarterly financial statements showed that Baidu had steady profit growth in the third quarter while China Unicom suffered a heavy drop in profit growth year on year in the first three quarters, which put more pressure on the company to upgrade its products and services.
